Recommendations of the First Special General Meeting
Convened Under Article 59 of the Charter  

The Private Office’s letter addressed jointly to the Speakers and the members of the Kashag (Cabinet), dated 11 September 2008, stated, “In order to hold an extensive discussion and debate with regard to the Tibetan cause in the light of recent emergency events in Tibet and the international scenario, His Holiness the Dalai Lama wishes to convene a Special General Meeting around November or December of this year under article 59 of the Charter. Timing and participants of the meeting should be planned at the earliest by the Parliament and the Private Office should be informed accordingly.”
 
Since the Parliament was in session at that time, the programme of the Special  General Meeting was prepared jointly by the Parliament and Kashag and was unanimously adopted after thorough discussions for His Holiness the Dalai Lama’s approval. His Holiness approved the same. 

The pre-special meeting panel discussion was organized on November 16 at TIPA hall, Dharamsala by Phayul.com. Among the chief speakers in that panel discussion were Dr. Lobsang Sangay, MPPenpa Tsering, writer Jamyang Norbu, TYC President Tsewang Rigzin and SFT Vice-President Tenzin Dorjee.

As enshrined in article 59, in clause 3, of the Charter of the Tibetans in Exile, the special meeting is being held here in Dharamsala for six days w.e.f.November 17-22.

Press conference was organized on November 16 with regards to the eighth round of talks between the envoys of H.H.The Dalai Lama and the Chinese representatives. It is stated that demand of genuine autonomy was raised during the talk but there was no such favourable response from the Chinese counter-part.

Dharamsala: November 19, 2008: “Leaving fear behind” is a documentary film recorded by Dhondup Wangchen and Jigmey Lotsa. They have recorded different opinions on Tibet issue from around 108 Tibetans inside Tibet.

While sending my greetings to all Tibetans in and outside Tibet, there are a few important issues I would like to present to you.

Since I was very young, I realized that the transformation of our governance into a democratic system was of utmost importance for Tibet’s immediate and long-term interest. Therefore, after taking responsibility as the spiritual and political leader of Tibet, I worked hard to establish such a democratic set-up in Tibet. Unfortunately, we were unable to achieve it under the harsh repression of the People’s Republic of China.
