202: Background of “Three to be perpetuated”:

The two Envoys accompanied by their three assistants had gone to China to hold the eighth round of talks with the Chinese representatives in the beginning of this month. Although the Tibetan government in exile has announced that the statement regarding the eighth round of talks with Chinese representatives will not be publicized before the completion of the Special Meeting due to be held from November 17 but the statement related to the talk has already been publicized by the Chinese United Front Department.

No progress made in Sino-Tibetan Talk:

Dharamsala: November 12: The special envoy Kasur Lodi Gyari accompanied by envoy Kelsang Gyaltsen and other senior aides Sonam N. Dagpo, Bhuchung K.Tsering and Kalsang Tsering are back home on November 6, 2008.  According to the Statement of Special Envoy Kasur Lodi Gyari, Head of the Tibetan Delegation dated November 6, “The main purpose of this trip was to follow up on the discussions held during the seventh round in July this year. We presented a memorandum to the Chinese leadership on genuine autonomy for the Tibetan people”.

My worries for coming special meeting in November.

I personally have some worries about this special meeting.
The level of expectation is obviously high from general public and especially from Tibetans living in Tibet. But I saw three limitations and felt two worries.
1) Limitation of representatives.
The composition of the representatives for the meeting include members of the Tibetan Parliament, members of the executives, former ministers ( kalon), former members of Parliament, CTA officials-based in Dharamsala, two envoys of His Holiness the Dalai Lama and representatives of His Holiness, the heads of settlement or welfare office, representatives from the local assemblies, four monasteries of Tibetan Buddhism and Bon religion, director of the Tibetan schools and overseas Tibetan associations and representatives from Tibetan NGO.
So the numbers of representatives are limited. It should be more than 500 if exile government wants to listen public are aspiration and to reform its political strategy and reform political activities exile in future.
