202: Background of “Three to be perpetuated”:
There is nothing special in the recent talk as usual but the matter that has to be known by the people is they have repeatedly said about the “Three to be perpetuated”. They include: (1) Perpetuation of the leadership of the Communist Party of China. (2) Perpetuation of CPC’s socialism. (3) Perpetuation of the CPC’s system of regional autonomy for nationalities. These three points indicate that the Tibetans like today have to live under the oppressive regime of Communist Party of China and no possibility of the implementation of democratic principles is there in Tibet. Although the genuine autonomy which is being demanded by the Tibetan Government in Exile is similar to the regional autonomy for nationalities mentioned in China’s constitution but the Chinese officials have highlighted that the autonomy for Tibetans which is being asked by the Tibetan government in Exile is not similar to the Chinese’s regional autonomy for nationalities. Therefore, this matter should be discussed in the special meeting.
Even in the official statement of the Chinese government, “In spite of several illegal movements have been carried on inside Tibet by some Tibetans, it is the sign of tolerance and sincerity on China’s side that three talks between Dalai Lama’s envoys and the Chinese representatives were organized by the government. Therefore, Dalai Lama ought to choose the option which is beneficial for himself, nation, people and history. It is very clear to understand that the Chinese government is continuously blaming His Holiness to orchestrate the Tibetans inside Tibet to carry on such activities. Actually, the Chinese government had organized two talks between the envoys and the Chinese representatives solely for the success of Beijing Olympic, but they have beautifully described it as a sign of sincerity on China’s side. Additionally, they have stated that H.H.The Dalai Lama must choose the option for the betterment of himself and to repeat the fact here, His Holiness never considers Tibet Issue as the issue of Dalai Lama but it is the issue of six million Tibetans. And the Chinese government considers this Sino-Tibetan issue as the issue of H.H.The Dalai Lama and not the issue of six million Tibetan people. It is fact that since from 1979 when the relationship between China and Exile government was restarted, there is not a slight progress from China’s side till date. Similarly, the Minister of United Front Department of Chinese government has publicized that there is no any progress in this eighth round of Sino-Tibetan talks though it was held in free atmosphere and Dalai Lama is sole responsible to it. Therefore, whether the envoys do not make any statement related to the recent talk or not, but we can assume from the announcements being made by the Chinese government that there might not any concrete result to this recent talk.
